Scope of Work

• 2. SCOPE OF WORK

• Engineering

• Full system design (structural, electrical, mechanical)

• Interconnection application package preparation (NYSEG)

• Permitting and code compliance (City of Elmira)

• As-built documentation and close-out packages

• Procurement

• Purchase of Tier 1 modules, inverters, racking, combiner boxes, etc.

• Balance-of-System (BOS) components

• Equipment warranties and logistics planning

• Construction

• On-site mobilization, installation, testing, and commissioning

• Compliance with NYSERDA quality assurance requirements

• Safety protocols and OSHA compliance

• Site fencing, signage, and staging coordination

• Workforce reporting and diversity tracking

• Operations Coordination

• Coordination with Reify’s O&M and Asset Management teams

• Meter installation and PTO coordination with NYSEG

• System performance testing and acceptance

• 3. PROPOSAL SUBMISSION REQUIREMENTS

•  

• All proposals must include the following:

•  

• A. Technical Proposal

• Project understanding and approach

• Proposed design layout (based on available site data)

• Project schedule with key milestones (NTP to COD)

• Safety and quality control plan

• Environmental mitigation strategy, if applicable

• B. Financial Proposal

• Fixed price EPC cost (itemized by design, procurement, construction)

• Cost assumptions, escalation terms, and potential exclusions

• Change order protocol and rates

• Suggested value engineering recommendations

• C. Experience & Qualifications

• At least 3 completed projects of ≥1 MW in the last 5 years

• Experience with solar carport and/or rooftop installations

• NYS/Regional references and case studies

• NABCEP and/or PE-certified personnel resumes

• D. Legal & Compliance

• Evidence of insurance coverage:

• General Liability ($1M per occurrence, $2M aggregate)

• Workers’ Compensation and Employer’s Liability

• Professional Liability (design errors/omissions)

• Commercial Auto Liability

• Copy of applicable licenses and certifications

• Affirmation of ability to comply with local labor requirements (e.g., prevailing wage, MWBE targets)

• All dates are subject to change based on interconnection and permitting timelines.

• 6. TERMS AND CONDITIONS

• Reify reserves the right to reject any or all proposals.

• Submission of a proposal does not create a binding contract.

• All responses shall remain valid for a minimum of 120 days.

• Respondents are responsible for their own proposal preparation costs.

• Reify reserves the right to negotiate final terms and scope prior to contract award.

• 7. PUBLIC RELATIONS & PROMOTIONAL USE

• Reify is authorized by project stakeholders to issue public relations content in partnership with the selected EPC to:

• Celebrate workforce development milestones

• Promote community benefits and environmental impact

• Highlight project innovation in coordination with Elmira officials and LECOM Center stakeholders

•  

• EPC firms must cooperate with Reify’s media and communications teams when appropriate.

•
